For those that don't know:

When you win the Hall of Heros a chest will appear and one random person from your group will receive a Celestrial Sigil. This is the only way I know to obtain a Celestrial Sigil. Apparently a Celestrial Sigil creates a Guild Hall.

I was with a group that won in the HoH and I was lucky enough to receive the Celestrial Sigil. Now my question lies with using the Sigil. I am not in a guild nor do I wish to be. Can I use the Sigil without being in a Guild? Can I create a Guild Hall for just my character? Or do I first have to create a guild to use the Sigil? Also where can I use it, anywhere? Where is the Guild Hall created?

Go to Lions Arch. Take to the Captain out on the ship by the docks. He'll take you on a tour of the Guild Halls and allow you to turn in your Celestial Sigil to get one.

Also, you need both a guild and a cape to do it.

(If you don't intend to use it, you can usually sell them for 20-30k.)
